I can see how the average person watching this clip might think this.
But, to someone with cystic fibrosis, which is what this is about, yes- this is bullying.
Cystic fibrosis (CF) is a life-shortening genetic disease with a 37 year median life expectancy. CF causes the lungs to have thick, sticky mucous which causes excessive coughing.
So, this is similar to teasing a paralyzed child for being in a wheel chair- bullying of the cruelest kind.
